Rhonda Skipper, CFC

Tax Collector

Rhonda Skipper was first elected to the Office of Walton County Tax Collector in November 2004 and began serving in January 2005. She was re-elected to the office in 2008, 2012 and most recently in 2016 where she received 80% of the public’s vote of confidence. During her career Mrs. Skipper has given over 34 years of “Public Service” in Walton County government. Her passion is to continue to serve the people of Walton County with great care and warmth. Mrs. Skipper is a Certified Florida Collector and a Certified Public Manager, obtaining this designation through Florida State University. She attended Chipola Junior College, Northwest Florida State College and Florida State University. In her tenure, Mrs. Skipper was nominated for the “Athena International Award” for 2008 and 2009. The office was honored in 2010, to be recognized as one of Florida’s “Top 100 Best Places to Work in Florida”, by Florida Trend magazine. In 2012, Mrs. Skipper received the “Excellence in Women’s Award” presented to her by the Walton Republican Women’s Federated. In 2014, the office was selected as a recipient of the prestigious “Governor’s Sterling Award” for Organizational Excellence. Most currently, the office was acknowledged and voted “Best Small Business” for North Walton County in 2017, sponsored by the Walton County Chamber of Commerce. Mrs. Skipper is involved in many community organizations on both a State and Local level. These include: the Florida Tax Collectors Association’s Executive Board of Directors, Serves as Co-Chair for the Florida Game and Wildlife Commission, The Walton Academy Board of Directors, Walton County Chamber, Pregnancy Support Center, Past President of the Kiwanis and the Pilot Clubs of DeFuniak Springs, Children’s Advocacy Center of the Emerald Coast and many others. Rhonda also serves as a liaison between the citizens of Walton County and various agencies that she represents such as, Florida Game and Fish Commission, Florida Department of Agriculture, Florida Department of Highway Safety and Motor Vehicles and Florida Office of Vital Statistics, where she advocates for the People of Walton County. She also enjoys singing at various community and church events. She and her husband Jeff have three children, Sarah, (husband, Lt. Col. Nate Martin), Lloyd, (wife, Ashleigh) and Cole, (wife, Trisha). They have five beautiful grandchildren, Ryker, Miriam, Gracie, Molleigh and Annie Pearl.

Lisa Henderson, CPM, CFCA

Chief Deputy Tax Collector

With 26 years Public Service, Lisa serves as the Walton County Tax Collector’s Chief Deputy Tax Collector on the Senior Leadership Team. She is responsible for managing and directing the operational and administrative functions of the Office of the Tax Collector as well as developing and implementing program objectives, and in guiding/directing the organization in a manner that achieves policy goals of the agency and integrates programs and employees in the most cost-effective and efficient manner. Lisa manages the professional development and performance of direct team members through feedback, coaching, mentoring, conversations, and formal reviews. She is the keeper of the culture of our organization and oversees the WCTC strategic plan. Lisa is a Certified Public Manager, Certified Florida Collector’s Assistant, serves as an Ambassador with the Walton Area Chamber of Commerce, and served as co-lead on the team that prepared the Walton County Tax Collector's application for Florida's Governor's Sterling Award for Excellence in Organizational Performance which was awarded to the Walton County Tax Collector in 2014. Lisa resides in Walton County with her husband David, they have two adult sons, two beautiful daughters-in-law, and one adorable granddaughter.

Nathan Thomas, CPM, CFCA

Nathan Thomas, CPM, is a 2005 graduate of the University of West Florida earning his Bachelor of Science in Business Administration specializing in Finance.  He began his career with the Walton County Tax Collector’s office in 2007 and currently serves as the Director of Finance responsible for the accounting, budgeting and financial reporting for the agency.  As a member of the senior leadership team he is also involved in the development, collection, and analysis of organizational performance measurements and the organization’s Balanced Scorecard. 

Patty Kirkland, CPM, CFCA

Director of Operations

Patty has 26 years of public service in Northwest Florida and started her career service with the Florida Department of Corrections and certified in Law Enforcement. She has worked with Mrs. Skipper, Walton County Tax Collector since 2005. Patty plans, directs, organizes and coordinates the functions of the Operations Division for all branches of the Walton County Tax Collector’s Office. Patty is a Certified Public Manager through Florida State University’s Center for Public Management, Certified Florida Collector Assistant through the Florida Department of Revenue, and serves as an Ambassador for the Walton County Chamber of Commerce. Additionally, Patty is heavily involved with our Veterans and often participates in events recognizing their patriotism. Patty also serves on the Housing Authority Board. Patty resides in Walton County with her husband Carl Kirkland, Jr., her son Scott and her black lab Ranger. Patty enjoys running, spending time with her family in Michigan, friends and involved with her church at Destiny Worship Center. Patty embraces change, continues to seek opportunities to help others, and looks forward to doing life with her work and home family.

Vivian Clark, CPM, CFCA

Director of Human Resources and Organizational Development

With 31 years of Community Public Service, Vivian serves as the Director of Human Resources and Organizational Development on the Senior Leadership Team. She is responsible for coordination and oversite of all human resource functions, staff training and development to include employee recruitment and onboarding. Vivian began her career with the WCTC office in 2005 and has served as a Customer Relations Representative, Supervisor of Customer Relations and Compliance Services, Manager of Collection Services, and Deputy Director. A 2014 graduate of the Certified Public Manager program, Vivian helped author the Walton County Tax Collector’s application for the Florida Governor’s Sterling Award of Excellence in Organizational Performance, an honor the agency received in May 2014. Prior to joining the WCTC, she was employed with Florida Department of Children and Families for 19 years. Vivian resides in DeFuniak Springs with her husband of 31 years, William (Bill) Clark. They have two sons Cody and Kyler.

Artie Rodriguez, CPM

Director of Administration

Artie Rodriguez is a lifelong resident of Northwest Florida and comes to the Walton County Tax Collector office with over 18 years of Walton County government experience. He is a Police Applicant Background Investigator and a 2014 graduate from the Certified Public Manager’s Course offered through the Center for Public Management at Florida State University. Artie is also a Certified Forensic Polygraphist (Polygraph Examiner) through the Academy of Polygraph Science which he studied under Dr. Richard R. Poe. Artie is a recipient of the Law Enforcement Purple Heart from the American Police Hall of Fame. He was injured in the line of duty after being struck by a drunk driver back in 2002. Artie has presented numerous speaking engagements at several Walton County schools to students regarding the effects of driving under the influence and how it can affect someone’s life. Artie’s passion is customer service and giving back to the community by helping young men and women get started in life. He is a mentor for Take Stock in Children and on the Board of Directors for the United Way. In his past time, Artie loves to spend time with his wife, Kristen and two boys, Alex and Jake. He loves to sing country music and has been recognized by the music industry for several prestigious awards. Artie was asked to perform before President Bill Clinton in 2000 for the 50th Anniversary Korean War Commemorative Ceremony in Washington DC. He also received a letter of accommodation from Florida Senator Rick Scott for writing the song “If It Wasn’t for the Badge” in honor of law enforcement officers killed in the line of duty.

Brian McBroom, CPM, CFCA

Team Manager

Brian has 26 years of government related public service. He has worked with Mrs. Rhonda Skipper at the Walton County Tax Collector Office since 2005. Brian currently is the Team Manager for the South Walton Branch of the Tax Collector Office, in Santa Rosa Beach, where he leads, coordinates and supervises the daily functions of the team. Brian is a 2013 graduate of the Certified Public Manager program offered through Florida State University and is a Certified Florida Tax Collector Assistant through the Florida Department of Revenue. Brian is a lifelong resident of Walton County and currently resides in DeFuniak Springs Florida where he enjoys gardening, fishing, hunting and spending time with his children Austin, Kaylee and Evan. Brian enjoys working with the public and helping meet the needs of the citizens of Walton County where he chooses to make his life with his family. Brian is proud to be part of a team that does work and life together and he is always seeking opportunities to better meet the needs of others.

Katina Laird, CPM, CFCA

Team Manager

With 20 years of Public Service, Katina serves as the Team Manager of the Collection Services Department in the DeFuniak Springs North Walton office. She is responsible for directing employees in the performance of job duties and assisting in the development, training and enforcement of office procedures and policy. Katina began her career with the Walton County Tax Collector office in 2007 and has served as Customer Service Representative, Customer Service Specialist and Customer Service Professional. A 2016 graduate of the Certified Public Manager, a 2014 graduate of Leadership Walton and a 2014 graduate of Department of Revenue Certified Florida Collector Assistant programs. Prior to joining WCTC, she working in banking for 9 years. Katina resides in Defuniak Springs with her husband of 10 years, Kedrick Laird. They have one daughter and a grandson.

Janea Burgess, CPM, CFCA

Team Manager

Janea has over 34 years of public service. She has worked with the Walton County Tax Collector’s office since 1988; manages our Compliance Services and Customer Relations departments which encompasses our phone services, highspeed processing, mail services, online tag renewal and tax payments, property tax corrections, roll loading and property tax distribution balancing and notifications. She is Certified Public Manager through Florida States University’s Center for Public Management, Certified Florida Collector Assistant through the Florida Department of Revenue. Janea resides in Walton County with her husband Ray. They have two grown children and currently three grandchildren which are the apple of their eye. She loves spending time with their family and being outside. Janea has a very inquisitive mind and loves to trouble-shoot and solve problems. She believes in being dedicated to those she serves and works with as well as, strongly believes in not asking others to do anything she is not willing to do herself.
